The Office of the Chief Scientific Adviser (PSA) and the Department of Science and Technology (DST) of the Government of India have jointly initiated a decentralized, bottom-up and inclusion process for the formulation of a new National Science Technology and Innovation Policy (STIP 2020).

India's Fifth S&T Policy is designed at a crucial time when India and the world are facing the Covid-19 epidemic. This is just the latest in a series of important changes that have taken place over the past decade that have created new approaches and strategies for science, technology and innovation (STIs). As this crisis changes the world, the new policy formulated by the decentralized method will give this STI a new direction in terms of priorities, field focus, research methodology and develop and deploy technology for greater socio-economic welfare. The STIP 2020 construction process is grouped into 4 well-connected tracks:

Track 1 includes a wide range of public and expert consultation processes through the 'Science Policy Forum' - from the general public and expert group during and after the policy drafting process. There is a dedicated forum for requesting inputs. Track 2 includes expert-guided advice aimed at providing evidence-informed recommendations for the policy drafting process. Twenty-one (21) thematic sets have been created for this purpose. Track-3 includes consultations with ministries and states, while Track-4 includes consultations with high-level multi-stakeholders. Nodal officers are being nominated in the States, and in the Ministries as well as in the Departments and Agencies of the Government of India for comprehensive inter-state and inter-departmental advice for Track-3. For Track-4, consultations with institutional leadership, industry bodies, global partners and inter-ministerial and inter-state are being conducted at the highest level.

Advice processes on various tracks have already started and are running in parallel. The advisory process for the thematic groups (TGs) in Track-2 began last week with a series of information sessions. During the information sessions, the head of DST's policy coordination and program supervision department, Dr. Akhilesh Gupta, gave presentations and continued the discussions. The sessions were attended by about 130 members of 21 thematic groups as well as 25 policy research scholars and scientists from the DST and PSA offices.
