The Office of the Chief Scientific Adviser (PSA) and the Department of Science and Technology (DST) of the Government of India have jointly initiated a decentralized, bottom-up and inclusion process for the formulation of a new National Science Technology and Innovation Policy (STIP 2020).
India's Fifth S&T Policy is designed at a crucial time when India and the world are facing the Covid-19 epidemic. This is just the latest in a series of important changes that have taken place over the past decade that have created new approaches and strategies for science, technology and innovation (STIs). As this crisis changes the world, the new policy formulated by the decentralized method will give this STI a new direction in terms of priorities, field focus, research methodology and develop and deploy technology for greater socio-economic welfare.The STIP 2020 construction process is grouped into 4 well-connected tracks:Advice processes on various tracks have already started and are running in parallel. The advisory process for the thematic groups (TGs) in Track-2 began last week with a series of information sessions. During the information sessions, the head of DST's policy coordination and program supervision department, Dr. Akhilesh Gupta, gave presentations and continued the discussions. The sessions were attended by about 130 members of 21 thematic groups as well as 25 policy research scholars and scientists from the DST and PSA offices.

Prof. Ashutosh Sharma, Secretary, DSTA, said, “STI Policy for a New India, including R&D, Design, S&T Workforce and Institutions, Large Markets, Demographic Dividends, Diversity and Data. Will also unify ".The six-month process involves extensive consultations with all stakeholders in the country’s scientific ecosystem - including academics, industry, government, global partners, young scientists and technologists, civic organizations and the general public.A secretariat with in-house policy knowledge and data support unit, built with the DST-STI Policy Fellows cadre, has been set up at DST (Technology Building) to coordinate the entire process and inter-work between fodder tracks.
